We did have a budget committee member attend one of the past meetings and found it to be very informational, and he's excited to see the work that the finance advisory committee is doing. I this is regarding invoices. I have received several questions, and to help reduce inquiries coming to my office, I'm looking for some clarification on the process for invoices over a thousand dollars that require approval. Several department heads have come to me with situations where an item or items were purchased prior to your motion that was made on August 6. In that motion it stated that all expenses greater than a thousand must come before the commissioners, no splitting of invoices, and no excessive use of credit cards, and there was a hiring freeze. Do regular expenses like fuel, electricity, phones, etc., need to come before you? Or do you want approval for expenses such as tires, equipment, repairs, computers, etc.?
[8:51] Commissioner: So I was hoping today to put a motion on the table to end the $1,000 approval policy. We have leveraged the second TAN, we have money coming in from towns, these are budgeted expenses. I think that it was important that we did that as a show of like, look, we're tightening things up and things are hard at the moment, but I think that we can go back to letting our department heads use their budgeted money for what it was

[11:26] County Administrator/Finance Director: I think our health is our most unpredictable account that we have. Because you just you don't know. Read the audit.
[11:36] Commissioner (chair/presiding officer): It's up 46% if I remember that number based on the 24 audit. 46% increase. That's a lot. That's a lot. Yeah and I mean I think
[11:46] County Administrator/Finance Director: we 've done a little bit of work and we can gradually see that increase over time with our
[11:52] Commissioner: health account. I just I don't really want to punish department heads or defer maintenance on things that actually need to be maintained when it's an issue, when really those are a drop in the bucket compared to our primary financial issue.
[12:08] County Administrator/Finance Director: And that's another point that I was going to make is if you're seeking approval from these department heads, my assumption would be that you would want them placed on the warrant after you approved, which would cause a two-week delay, which then could result in additional fees and interest being added to the charge.
[12:30] Speaker F (unidentified): May I? Over 20 years ago, the commissioners made a change to the budget from Hambo. When I first came aboard, it was like a line item thing, where we were borrowing from this line. New commissioners came in and changed it that as the department head, we were responsible for the bottom line of our budget. I guess I would ask, has that policy changed? Because Commissioner Kelly mentioned about line items, and did that policy change during my absence? I guess I would like to be sure that the department had to know that. Because for 20 years, I operated on the fact that my budget was not on line items. So, just for a point of clarification, I think we need to really be sure that we're talking about
[13:53] Commissioner: This is what is approved, not this, by the regulatory committee, correct? Correct. The summary sheet of when each department has an amount, not every single line item.
[14:05] Commissioner (chair/presiding officer): Well, I think going forward, they approved that sheet, but going forward, you know, I brought this up before, do we spread the budget by 12, or is there any department or line item, is there any seasonality in it that you can put in there, like, let's say for August, we know something's going to hit bigger in August on that particular line item. Because if you don't put in, if you spread it by 12, I guarantee you're going to be over on line items in each department one way or the other. So the budget, once we get on the new software, needs to be spread by seasonality to take a hard pass. Are we going to be perfect the first year or second year, maybe third year? No. But it's a better management tool for the department has to manage their budget. Rather than saving all the money to the end of the year, Edmonds is going to be able to put in there, you know, okay, this month it's $100,000, but next month it's $80,000 for your department budget, and then you can adjust the line items as needed. So, it's just a better management tool going forward, something the county's never had in over 30 years with the accounting system that we have now. So, it's going to be a better tool for managers. So do we want to put a, before we go forward, do you want to put a motion on table to rescind that?

It as you know we don't have a designated person to do that and it's to the point now where we're as a society going the other way and a lot of these tools are automizing themselves. I'm not going to say that we're in a benefit by not having, can you say that word again, they're automatic, I can't say it, so it's, I actually don't agree with rescinding this unless there is a more clear statement that, like, when we do ask people to come, they should come. I'm not saying that you have to come. I'm not going to tell you what to do. But, like, there's a respect there where we are handling the taxpayers' money, and we're trying to do it in the best way that we all disagree. And I say that respectfully in a fun way. So that's my reason for not saying it, but it's not because I don't agree with the
