[0:18] Council Chair: All right, we're good. Welcome to the Waterbroke Town Council meeting of October 6th. Everybody rise for the Pledge of Allegiance. Pledge of Allegiance. Pledge of Allegiance to the flag
[0:33] Councilor: of the United States of America, and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. I
[0:50] Council Chair: do have a public hearing this evening. Waterboro Town Council will hold a public meeting at the Waterboro Town Hall, 24 Townhouse Road, East Waterboro, Tuesday, October 26th, beginning at 6 p.m. to receive public comment regarding the updated general assistance ordinance. This ordinance can be viewed at the town hall or on our website, www.waterboroughmaine.net. All public hearings are streamed live on YouTube, accessible via town website, and recorded for future viewing, www.youtube.com, Waterboro, Maine. Questions and comments may be submitted in person or hearing by email to the administrative assistant. Laura, did you get anything? No, that's fine. Okay, no later than 4 p.m. the day of the hearing. So, why don't we get into it? Christine, you're here to represent the GA.
[2:28] Councilor: General assistance, yep. I'm the deputy. What's changed?
[2:34] General Assistance Deputy / Public Works representative: So, there's only three categories that have changed. The overall maximums that we can allow to each family, that's gone up a little bit. We've also had an increase in food maximums and for heating oil fuel.
[2:50] Council Chair: Any questions from the public? Any questions from the council? [Councilor: Pretty straightforward.] Forward, yeah, then I'll declare the public hearing closed and we'll move on to the following agenda items. Any announcements from the board, our counsel? No. John and David. I'll say it. I have nothing, Matt. Additions, deletions to the agenda? We're good. Appointment, we have Tally Trudeau, who's a new tax collector. And do you want to say a few words, or?
[3:55] General Assistance Deputy / Public Works representative: You for having me. This is day two for her. I was just gonna ask. Yeah, she came
[4:05] Councilor: back today, so that was a good sign.
[4:11] Council Chair: There's no public comment tonight. Night. General government revenues, revenue share and state reimbursements. Outstanding sewer septic permits, expenses, public works garage. So we appreciate that from Amber. Council reports. John, anything? David, just a
[4:55] General Assistance Deputy / Public Works representative: few things you public works garage update. During the work, everything has been completed at this point. I think it's like, why don't you punch list items that are done left to be done but. We've remained within budget and actually under, so we have a few dollars left that we use for the final furnishings for some desks. But this will be wrapping it up, and as the fall season comes to an end, the guys will have some free time just that movement moving into the facility. But I think overall it was a great project that went well with Pat Co and really very few hiccups throughout the whole process. So, and as we move forward, we'll, we still want to have an open house, but they, I mean, obviously they have a limited crew and trying to wrap up for the fall and trying to move into building, it's you want to get a little bit outfitted and set up. We continue working on the permit for the transfer stations. Our MOU for Dayton, as of today, we still have anything back from DP. Obviously you just met Cali, we wanted to have her come for so you could see her, meet her in person, and she'll be taking that role as tax collector. Thank you, Doctor. Chairman Abbott sent off the draft from Kevin from EcoMaine. I did take that document, re-drafted it to document our support for the EPR, for the extended producer responsibility. I know Josh looked at it as well, and we'll send it off to the Governor's office. Hopefully we get them to move forward. I wouldn't hold my breath. We have sent a letter off requested to these Irish 57 that went off from all six communities. We had the signature, we had support from all of them. We are supposedly going to have a letter still coming from the Secretary of State's office, but I have not seen it as of yet. Dr. Marquis has received the letter if he's going to have another discussion with the financing safety committee and the school board. I'm fairly sure you were aware, but we did sell the old maintenance van that we had. And I would like to ask you for your approval to apply the sale price funds that we received of $1,200 to the vehicle maintenance line within the Minnesota Building Vehicle Repair Maintenance Line. That's 3501-305405 in the amount of $1,200. dollars that would be for some of the maintenance we did on the new one. We did get the vans for free from Irish 57. So we had to do some paint work and some blind work just so the council all knows in the public that my conversation just had several months ago. Public Works Director Jason and staff will go to look at a plow truck tomorrow that they found, the 2014 Freightliner. I would also like to ask the council to be to give some latency that if they can't negotiate at 75,000 they would originally the max was the truck is listed at 79,000 that they have some latitude to be able to we can make that work and We do have funding in the CIP still that is a fully outfitted truck with the sander. Additionally, in the FY 26 CIP portion of the municipal budget, we had approval for the lease purchase of a wheeled loader. We did not accomplish that or finish that project in FY 26. Those funds carried forward in FY 27. We have located one that we're looking at and we'll explore the option. It's a it's a used unit for sixty two thousand, sixty two thousand dollars, which is actually less than half of what we've projected the XCMG unit to be, around $137,000. We had set aside $30,000 for the initial payment. The plan will be to do that over two years. It's got 2,700 hours on it, so relatively low hours for the unit. So the only two things just asking for your approval on would be for the Freightliner and the funds to go back to the vehicle maintenance line that's
[9:17] Councilor: All yes you need a motion. I'll make a motion that we approved what would it all is for the vehicle from the vehicle maintenance works from the sale of the old municipal band second any
[9:36] Council Chair: Discussion all those in favor opposed and I'll also make a motion
[9:42] Councilor: That if needed we would up from $75,000 to $79,000 for the purchase of the plow truck, but I'm sure good negotiations we're not going to need that, but I would make a motion that we authorize an extra $4,000 if needed. Okay second that any further
[10:02] Council Chair: Discussion all those in favor opposed oh Dennis one more thing I may need to if we
[10:11] General Assistance Deputy / Public Works representative: Move forward and load right may need to give a signature from the council chair as well for that
New Business
[10:16] Council Chair: Okay let's go into new business discuss about to adopt the general assistance general assistance ordinance I'll
[10:32] Councilor: Make a motion that we adopt the updated general assistance
[10:34] Council Chair: Ordinance. I'll second that. Any further discussion? All those in favor? Opposed? Discussed vote for council appointment.
[10:51] General Assistance Deputy / Public Works representative: I think we did have a letter of interest submitted from John Burroughs for the remaining meeting.
[11:03] Councilor: Let me go to town meeting. John's been involved heavily with the town. I think it makes sense. I mean, this is something that we can do. Right? We can point somebody into this role right by the charter or the charter.
[11:13] General Assistance Deputy / Public Works representative: Yeah, John's got over 5 years on budget committee is chair library board of trustees cemetery committee comprehensive plan. It's a bit of a whole worker. It is a pretty frequent member of the meetings
[11:25] Councilor: Make a motion that we point John Burroughs to the council.
[11:30] Council Chair: I will happily 2nd, any discussion. All those in favor? Opposed? Motion carries. Discuss vote committee appointments. We have several committee appointments for the And David, correct me if I'm wrong, you wanted to continue with that committee, right?
[12:15] Councilor: Yeah, I think we should for the time being. Okay. Okay.
[12:20] Council Chair: So, we're really discussing whether we need to conduct an executive session, interview. Now, we did the comprehensive plan, members, and we kind of voted them.
[12:45] General Assistance Deputy / Public Works representative: Right. Right and I think that just, I had a conversation with chairman Abbott based on what the charter says, if you help the interviews solely those positions within the charter or those boards that are defined by the chart. That makes sense zoning board of appeals. Planning board and budget committee. Thank you. and then the other committees that you may have that. are out there you know whether it's maybe the library maybe the library or cemetery committee or a rep committee or in this case the garden is that those committees are developed and that if people come on we don't have a generated list of questions for you to ask people what they're going to do in some of these committees i'm assuming the cemetery committee is going to maintain the headstones and clean up the cemeteries in town we appreciate that 's great i think we can bring those members on and get those people in those roles rather than having an executive session quite frankly i think it's awkward for both parties so we're trying to streamline that process to make it easier to get some people on if they
[13:54] Councilor: want to come on volunteer yeah and i would agree with that the only thing i would ask is that we just get a list of names of the people i don't really see a need to interview that's a pretty self-sustaining committee in itself but I'd be curious as to who's on or resignations etc. They give you a monthly or a quarterly board of committee members. Monthly would be great. If you do something like that it's always changing.
[14:18] General Assistance Deputy / Public Works representative: Yep. Who's on or who's off. Right. And certainly if you know for appointment purposes we can if you want to see those we can certainly get you the names too.
[14:27] Councilor: that you want i would just like to know who's coming on going on yep it's still a committee on
[14:35] Council Chair: the books okay any further discussion on committee appointments Item D, discuss vote to approve two renewal junk ad permits, Lang,, Lang,, Lang, and Lasky. They both have questions.
[15:18] Councilor: Looks like Jason was fine with it too. So, we must not have any outstanding issues.
[15:24] General Assistance Deputy / Public Works representative: We haven't had any issues in the 1 location that we've been to that both spotless facilities.
[15:35] Councilor: Take a motion that we approve the 2. Renewal junkyard, permanent applications for Levine Lasky. No, 2nd time. Okay.
[15:50] Council Chair: Any further discussion all those in favor opposed. To get back to the agenda we have no old business this evening and we're unable to vote to accept the minutes of the September 15th meeting so we'll defer that until the next meeting you're all set with pending decisions weeks action list If anybody wants any agenda items to be discussed, let me know.
[16:43] Councilor: Since Dwayne's not here, I'd like to cut in. I'd like to say that Matt and Jason did one hell of a job with the public works grudge, not only bringing in the budget, but it's a heavy lift to get that accomplished with everything you guys did.
[16:55] General Assistance Deputy / Public Works representative: You did a great job. Yep. Absolutely. Good. And just one more thing, too. Sorry but wait there's more wait there's more Laura's in charge next week because I am taking vacations on vacation on Columbus Day week feel free to call me one day yes I can't wait
[17:14] Councilor: That means we'll get some stuff accomplished all right
[17:19] Council Chair: Nice items needing the signature with the adoption of the new general assistance And I assume that you have that. I do. I'll get it to you. Okay. All right. I'd entertain a motion to adjourn. [Councilor: So, 2nd.] All right, good night.
