[0:37] Susan Hawes: yep good evening welcome to the city council workshop it's monday july 20 26. it's 5 15. We are for the moment in council chambers. Around the table we have Councillor Leonard, Councillor Deane, Councillor Carson, Council Walker, Council Slew, Council Beck, Councillor Meller, and Council Fish, and I'm Councillor Hawes. We also have behind us the city manager Carolyn Lear is back there, the city solicitor David Sevchuk is back there, and Anne Krieg is back there, director of community development, and we have Beth Davis back there as well. So we have two items. Oh, that's right, that's because I was just talking to our students and Courtney O'Donnell, the assistant city manager, is back there. So we have two items on this agenda. They're both executive session, so I'm looking for two motions and then we will go into executive session. [1:44] Joseph Leonard: That's the chair. Pursuant to one MRSA 40568, consultation with city solicitor regarding the rights and duties of the council regarding the June 22nd, 2026 council meeting, and pursuant to one MRSA section 4056a, city manager evaluation, I move that we go into an executive session. [2:04] Susan Hawes: Second and transfer. Move and seconded. We will do a roll call vote. Council Leonard. [2:13] Joseph Leonard: Pursuant to my rights from before, as long as those are still maintained, that will go yes. [2:24] Susan Hawes: Yes,, okay, that will be yes. That is nine yes and zero no. Do we still have the notes from the last our first session with this city solicitor where the rights were discussed as to what Councilman had wanted to be public [2:52] Joseph Leonard: and what he didn't want to share with these First State Congress members? I mean, I can answer that, if you want. No. It's very simple. Just anything that's regarding what I said on the 22nd of June, that has to be public. Anything else that has nothing to do with my actions or my words, those can still, but if ever something that is related to my words or my actions come up, I only want those. It's up. Check, say solicitor, I'm not sure what you were referring to about notes, but certainly we can go into executive session to discuss the rights and duties of the council with respect to issues having to do with that session that don't involve counselor. [3:48] Susan Hawes: Or Leonard's remarks, well that was what we, he wanted to make sure that what he had asked for, his rights to be in executive session or public would still be the same, that he was going to vote yes. So I was just checking to see if any of us had that right there, but he just explained it again, so I think we're good. Yeah, okay, right then, nine yes, zero no, we are in executive session. We'll go, we'll go down to the usual road.
