Speakers labeled via automated voice-based diarization + AI name-matching against the city's official roster. Automated transcription can still mis-hear a name during fast speech (e.g. a rapid roll-call vote) -- clear near-misses are auto-corrected, but this is not manually verified line-by-line. Treat names as a strong best guess, not an official record.
[0:00] Speaker A (unidentified): We will call this meeting to order. I'll stand to pledge allegiance. I pledge allegiance to the flag of the United States of America, and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all.
[0:22] Speaker B (unidentified): All right, roll call. Ed is absent. Kyle? Yeah. Def here. Her here. Jeff here. Robert present. And Laurie absent.
[0:44] Speaker A (unidentified): We need to make a motion just so excuse Ed, excuse them.
[0:48] Speaker B (unidentified): Yep, somebody can make that motion. I'll make a motion to excuse Ed. All right.
Consent Agenda
[0:57] Speaker A (unidentified): Moving on to consent agenda. It's on the agenda September 15th, 2026, and then approved minutes for August.
[1:06] Speaker C (unidentified): 25th, 2026. I'll make a motion to the to accept the agenda September 15th, 2026, and as well as approving minutes for August 25th, 2026. Okay.
New Business
[1:22] Speaker A (unidentified): Okay, moving on public items or comments that are not already on the agenda. Hearing not people who want a public hearing, people if you could stand up, state your name. And Karen Martin from Beach Rentals, and I'm here for his own chains at 757 and Colbert, Crowe, and Herman, which we discussed last meeting. I should have opened the public hearing at 6.32. Thank you. Is there anything you feel like you need to add from last time that we talked? In which case, we will close public hearings at 6.32. And then we'll move. You might as well not sit down because we're going to get to it again next time. Moving on to scheduled agenda items. New business. PB26-006-PH Rentals LLC seeking the zone change of 757 full workload tax map, lot map from residential B to village commercial. And this will be the time where any of our board members ask any questions. Hearing none, and we get a
[3:01] Speaker D (unidentified): motion to approve. So just to clarify, I'll be a motion to recommend to the
[3:09] Speaker C (unidentified): council. Okay, motion to recommend to the council. All right, I would make a motion to recommend to the council PB 26-006 PH Rentals LLC seeking a zone change of 757 Colbrook Road Tax Map Lot from Residential B to Village Commercial. Second. I'll
[3:37] Speaker A (unidentified): require a vote. Yeah.
[3:44] Speaker B (unidentified): Ed? Not here. Kyle? Yes. Jeff. Yes. Art. Yes. Jeff. Yes. All right. All in favor.
[4:02] Speaker A (unidentified): That's it. Okay. Thank you. Thank you,
[4:05] Speaker D (unidentified): guys. Thank you. And I'll get with you, Darren. Okay. Have a good evening. Thank you.
[4:11] Speaker A (unidentified): There is no business workshops. I don't believe there are any, right, Jessica? Nope.
[4:19] Speaker D (unidentified): No workshops tonight. Alright.
[4:22] Speaker A (unidentified): CEO items, August monthly code report.
[4:27] Speaker D (unidentified): Yeah, then it's been very busy. Lots of questions on doing different things, say residential picked up a little bit last month. We've been pretty safe on permits, definitely picked up like the second highest of the year. So it's been very easy.
[4:53] Speaker A (unidentified): When the plumbing permits get high, does that mean that most of the building is gone or is it?
[5:01] Speaker D (unidentified): No, not necessarily. So like for last month, we had a split though, but we got a lot more internal stuff. So with some of the prefab homes, they don't go full apartment for the last minute, stuff like that. But it was a lot of internal home apartments, so things that are probably 50% or more.
[5:32] Speaker A (unidentified): Item number B, discuss upcoming training.
[5:36] Speaker D (unidentified): Right. So for the October planning board meeting, we have decided that it would be best, and it's actually required by state statute now, well, state law as a part of the housing laws that have gone out, that planning board members all get trained. We thought it best, everybody's kind of been through my little dog and pony show going through land use ordinance. We thought it best to bring in the town's attorney to kind of go over role of the planning board, you know, times to maybe not vote or abstain from voting, just different items like that. So it'll be a training. I'm thinking that we're probably going to be doing it, maybe we'll do like half hour before our regular time, so we start at six, do the training, and then we can recess for a bit, that way folks want to come in for the second part of the meetings. I do believe that there'll be a couple items on that agenda. Okay. Yeah, I was going to
[6:47] Speaker A (unidentified): say, make sure that we have commitment from people to be here for that, so it's not just two people
[6:53] Speaker D (unidentified): sitting. Yeah, in worst case it will be video recorded, so they, you know, we can have them watch it, but it'd be a great time to ask questions if anybody has questions about different things, you know, and just process. I know, you know, some folks have been to the MMA training, I know I've sat through it, and it can be, it's not bad. I think what Tim Pease did with the town council was a very good training. It would be very similar to that. Yeah, I just don't want to waste the town's money if we just send it from one or two people. No, absolutely. But what I may do is either that we started at a regular 6:30 start time and then hold the, if there's any public hearings, hold them at like 7 o'clock. Okay, that way you'll have a brief recess and then get right back at it. And who's the we and [Speaker A (unidentified): we decided we] Haven't yet. I was kind of throwing that out there.
[7:59] Speaker A (unidentified): We decided it would be a good idea to do training.
[8:02] Speaker D (unidentified): Oh, so I've talked to it with the town manager. Of course, the town's attorney. And I did also mention it to Ed.
[8:16] Speaker A (unidentified): Okay, that will bring us to final public items or comments. Move on. Planning board items. Does anybody have anything? Discuss. In which case, which case, motion to adjourn. I move we adjourn. I'll second. Perfect, thank you, everybody. Eight minutes. Perfect. That's efficiency in government.
[8:57] Speaker C (unidentified): I'm telling you right there.
[9:00] Speaker B (unidentified): And that was a no brainer.
