[0:57] Speaker B (unidentified): Sir, so back in, I won't say. June. This has been going on for a while. Back in June, we had an issue with our air conditioning system. There was a leak somewhere between when the line runs from the exterior of the building to our children. The issue was that line goes out of the building, down along the side, and then underground to the children. So we identified the leak and found that it was a type of light bulb. We had to have the area cleaned by Cerro Pro, I think was the company that did it. We had to have it cleaned and monitored by DEP to make sure there were no issues with it. We had a temporary fix done by Siemens, the company that we have that operates this. That temporary fix goes above ground and just runs from the exterior above ground to the shore unit. It so that way we could still have some type of you know air conditioning in the summer to keep school while we negotiated how we were going to get this fixed and try to identify the root cause of the issue. Trying to negotiate with Siemens to get this done wasn't as successful as we would have hoped. I think there was a one-year warranty when this system was installed and we're about five or six years out. We can speculate as to what we think was the actual cause of the issue, but without having this work done, it's hard for us to tell. This work will actually see the ground excavated and lifted up and we can see what happened underground. While this is being done, we're going to have insurance there on site and an insurance representative who can visibly see and look at. Hopefully this will be covered under insurance, but we were not able to get any discount for coverage by Siemens at all. They fell back on that. It was a one-way street.

There are a bunch of things you've been working on around job descriptions payroll or payroll, but salaries and different things. So, some of the items are, we're going to try to expedite and this is more just a conversation to let, you know, so communications, we're looking at making some changes there based off the discussions that. the director had with amber over the last several months so what it looks like is bringing back the deputy director's job description to you so it already exists it's going to come with some changes when mary's stuff does not look like this going to change pay grades but i think our rules are they still going to come before you no matter what so any change at all has to still come before you so just making you aware that's coming also in contract negotiations with fop can't I should talk about what's there yet because we have finalized things to bring to you with all those tenant agreements, but in some of those discussions, there are some changes with job descriptions there. So, if you remember, we did move. DA's investigator into the F or into the sheriff's office and then in kind, this is now the opportunity in an opener to bring that into that. Also, we're looking at some potential changes around administrative position. Just because there are some things going on in other counties that have changed and. asked us to look at that sort of menace boss that job search may come for you just want to give you the heads up on that there's reasons behind it, so that if you do hear about it at some point. To be more expressed fast in this world, as you know, we argue these things, nothing in simple, yet once we get it all simplified between conversation with finance and myself and Amber, like I said, we're trying to get this thing just closed out before she is gone. Just makes it harder when we don't have administrator to get some of these things done. Signature authority is one thing, but actually decision making is a whole other thing. So that kind of gets us into the next discussion, if you want to move right into it, 's just really, it's just give you guys the heads up that it is coming. It's just probably a little faster than it was originally mentioned to you.

I mean, that one in particular, the others have been renewed a few times since, but it looks like the DA in particular has not been updated for 10 years. So, that one's a little more work anyway. The other two have been updated a couple times over the last 10-year period as well. I don't see any real changes budgetary wise for any of those, but it's helpful that we also are getting ready to go into a budget year. So if there are any changes, we can make that just part of the budget.
[10:15] Speaker A (unidentified): Good. What's the next part of the discussion? Next part is the administrative coverage.
[10:20] Speaker G (unidentified): So, one of the things that Kathy and I have been trying to meet on a regular basis, we have a lot more emails than we do necessarily face to face meetings. Well, yesterday we met face to face to discuss some matters with a couple of the positions throughout the county, job descriptions, things like that as well. 1 of the things that we were discussing, and before we get too far down the road with it is, trying to find coverage HR and or county administrative. So, one of the things that I think is a thing, and Kathy agreed just from what she can recall from how we do our processes is we may be able to do per diem employment for those two roles. The idea being that there are experts either in towns or in counties around us that may want a little extra or may want to help out. We can bring them out as per diem employees, similar to my per diem corrections or per diem law enforcement, you know, when needed, as needed. So that's kind of my proposal to you guys for the HR and potentially the administrative position here as well. I mean, there's a little research I'll have to do with legal, because I know that the CA is a unique thing in statute. It's not as easy as an HR manager for HR that we do easily enough CA. We may have to look at it differently, but, you know, my initial concept is, like I said, we have either retirees, or we have. Counties that are partners with us close by that their administrators may be willing to give us some extra guidance or help during certain periods of time to act as that administrator after the 30th. If we need it, so that's kind of the idea is just to give us somebody that can still give us that ability that we could still split function and use that person as needed in certain decision making more different things of that position and response. So, like, in lieu of an interim, right? So, yeah, it's, it's going to require a little discussion, but anyone go down that road yet would must you folks felt that was something worth exploring? I think it's a. A faster fix than trying to find an interim. I think an interim is just as we learned the last couple times it can be just as laborious trying to go through the vetting process to get that person just on as an interim, and would it make sense to look at hey we have people who are already employed by other places potentially that want to do kind of this per diem work and maybe just give them you know eight hours an hour whatever it is a week pay as a per diem if you will tell them, just fill in as we need.
[13:01] Speaker C (unidentified): They'd also be very knowledgeable about the job. Kathy, do you have anything to offer?
[13:08] Speaker F (unidentified): I think the, if we could find people, that would be a good fit. I agree. And we talked about yesterday. Would be a great stop gap while we're looking for the individuals, because to bring in someone that's from the, that hasn't done this type of work before. It's still a lot of work from management perspective to bring them up to speed to then not be here. It's almost easier to not have someone.
[13:35] Speaker C (unidentified): It would be harder for you and Sheriff to do it, to bring them along.

[13:43] Speaker A (unidentified): Question I have is the reason we can get an interim is partly because of the legal things that a county administrator needs to do and if we hire a per diem just simply as per diem to fill in some of the work that still doesn't give them the legal authority to do anything.
[14:06] Speaker G (unidentified): Actually, that's why I want to have the questions with you and then Peter just to say what are the roadblocks or what are not the roadblocks that we can figure this out, question.
[14:17] Speaker A (unidentified): Can we do an interim who is a per diem, you know, that's the way we pay them, we'll just hire them and appoint them as the pretty as the interim as a per diem so that they have that legal authority to do what a county administrator needs to do but they're only here 10 hours a week. I mean, is that sort of, that is something that's two things, because if we just hire somebody to be the county administrator without giving them authority, then I don't know that we've moved ahead or want somebody who we give the authority as our employee to sign contracts and not everything has to come to us or at least move in that direction. But I mean, I think I think that's certainly what we wanted, even in an interim, even if we wanted a full time interim, we would want somebody who had that experience. That's why it's so hard to find in interim sometimes, but it may be possible by doing it as per diem instead of being a full time job or 30 hour a week job, whatever it is. It's a lot easier for somebody to say yes. Whether it's a somebody on another county, because we know all the other counties who have county administrators, we know they all have a lot of spare time. I mean, as much as that's what we'd like to do. I don't know that any county administrator probably has a lot of spare time to take on a job like this.
[15:42] Speaker G (unidentified): Some are clerks because some counties didn't go with an administrator. Right? Yeah, so there may be that opportunity, or maybe there's a retiree that's eight hours a week or something.
[15:53] Speaker A (unidentified): Right. That's it. But I mean, that's the same pool that we get a regular interim.
[15:58] Speaker G (unidentified): And I think in the past we've looked at it as we wanted that to be full time. Yeah, that was the challenge.
[16:05] Speaker A (unidentified): But that means then that the two of you aren't relieved of a lot of the duties that you're currently doing or looking at doing. We're going to keep you doing it, but give you a little bit more support.
[16:17] Speaker G (unidentified): As we talk about it. Yes, it's extra work, but. Extra work with the knowledge, it's already. bringing in a, or bringing somebody that already has a job somewhere else just for a few hours. It helps. It relieves that part that we don't have to do, but it also helps us stay compliant with what we talked about. Because, you know, we still have a CA now. We won't have one on the 31st. So how do we meet that challenge to allow Kathy and I to still do that stuff, but have that person available to finalize things. So that's really how the discussion started. How do we get to that point of still having that person to finalize stuff? Maybe, you know, they have to trust that we're making good decisions and doing all the due diligence we're supposed to, but just there to be that signature authority. So that's why we came up with the kind of the concept. The interim, whichever word I guess it's a matter of what legal says is we can do it. I didn't want to start having him work on that without you guys having done it.
[17:23] Speaker D (unidentified): I think it's an interesting idea and depending on what legal says you know I think it's actually a good one if it's a viable solution and you know as far as Peter's concerned I think he'll probably ask this too but I'd be curious to know exactly what the scope of work would be for this person for those you know eight to ten hours and I don't know if that's something that you already thought about what that would look like but that might be also helpful for Peter to

[18:54] Speaker A (unidentified): I think one problem is no matter who you hire, they can be a county administrator someplace themselves they're still going to have to learn because every county is different we have different it's as simple as oh we've got a different jail than anybody else in the state has we've got a different you know we have an airport we have a whole bunch of things that are different here that are in other counties no matter how much experience they have there's some learning that has to go on and the Question is, and I guess to your point is, what does this person need to do that may not need learning, that there are standard things that everybody has to do that we would like this person to be doing? I don't know. I think the other problem I have, or not a problem, I think it's a great idea, I think we have to go that direction, is we haven't discussed hiring a new administrator, so we don't, we don't know what the time frame is here. You know, we're talking about somebody who's just going to fill until the end of the year, we're going to hire somebody. The reason to do it as a per diem is because if they don't work out, we just don't invite them back the next week.

[21:30] Speaker G (unidentified): happened Andrew Hart left us, there was a period we had nobody and legal did assist us in figuring out a way somehow, I think I don't remember exactly how it was, but the chair and I shared certain things just to make sure that we kept that separation of power, again that's part of my concern is, you know, I just don't want the perception that we're giving too much power to a position we shouldn't, I'm not saying we are, but just being careful of that, and I said, and he was heavily involved that conversation last time. So I'm sure he still has all that, and we just don't want to do it for a very long period. And that's just, you know, having seen what we've been through before sequence going on in other counties, because we're not doing what we want. You know, in Scotland, in particular, I think I mentioned to folks before, but their sheriff was the acting administrator six different times in two years, I think. Just, it's a struggle to find folks to fill this role in today's day and age. And sometimes it's the workload. Like, we talked about before, sometimes it's the, are we getting enough compensation package for what we're asking them to do that? As long as we're being fair, I think it'll make it a little easier to find that replacement. But until then, what do we do? So, I think there is that's part of what I do. If I had this conversation, he's like, absolutely not. You can only do either. They're your employee or they aren't. And then when we have to revisit how that works, and I could bring that back to because I didn't want to say occurs expense and I didn't want to incur that expense without a conversation.

Of the, you know, we've done this before, but we had a committee that included another county's administrator, an employee, a commissioner. Put together a committee to do it. What do we want to do it as a group? Good question you have it, you know, and I'm not saying we need to have the answer now.
