And I asked her what she thought of the ordinance changes we're going to vote on November 3rd, actually we can vote on that, and her comment, her immediate comment was, what ordinance changes, what are they all about, we talked for some time and I tried to explain to her what they were briefly and what my position was on each one of them, and her comment came back says, did you voice your positions to the select board, and I had a think for a minute and I said, yes and no, what do you mean, I said, well There were three meetings that I attended to where they were on the agenda, through those meetings I did say something, but I came to a workshop fully prepared, look at each paragraph on each of those ordinances, and I was told you are not allowed to comment in a workshop, and I sat there and as I'm talking with this young lady it suddenly dawns on me that at that workshop some people were not allowed to comment but others were, and that was incredibly unfair that you did that, so I never really got The chance to voice my concern about all of those ordinances and I object to that set that aside and it's a real concern to me that many people out there have no idea what they're going to vote on. I don't know how to fix that but that's

[13:52] Kim Anderson, Superintendent of Schools: On yes hello good afternoon I'm Kim Anderson and I'm your superintendent of schools and over the past few months there have been many public comments about the cost per student of Wiscasset schools compared to other area schools and often Richmond with Richmond being identified as something we should achieve to be and that was tested is somehow you know how other space with our cost per student and I would just like to share some information that dispels that notion and this is from the Resident expenditures by budget category fiscal year 24-25 on the main DOE data dashboard that's the most recent information and they break down all of the schools in the state by different categories, including cost per student. And Richmond's cost per student was 18,412, which is indeed very low. Booth Bays was $27,320. RSU Ones was $25,424. And Wisconsin came in at $25,060. That was from the year 24-25. And I just wanted to get that out there because why we are often compared to Richmond I want it to be very clear that Richmond is in fact an outlier thank you

And so I'm just wondering why we're focusing seen on Mason Station and what other properties you might be considering because I was kind of that's what I was expecting sort of like a table that had all the properties and the advantages and disadvantages of each and which ones most suitable. So I'm just curious why we're why we have the why it's designed to look specifically at Mason Station
[19:23] Speaker A (unidentified): first and foremost because it's town owned and because it was the next site that was chosen in a climate adaptation report that was done in 2022.

It's just where we're headed during that, because I do feel like we've got to keep this moving forward and keep

Yeah, I was also going to say that trying to look at other town properties that are more distant than the original plant from where it is now, or even if they're, I don't think you would want to study more than one property at a time. It's expensive to study property, and why look at five properties, spend that much money, when this one might be the next one that fits? So it would be, to me it would be a huge waste of money to study more and more
[20:45] Speaker E (unidentified): property at a time. Yeah, I thought about that. I was thinking it was like, you know, like that works if Mason Station ends up being the place, but if it isn't, then we're, we end up doing that again anyway.

So I believe that this plan does envision looking at other pieces of property, but they are just saying we already have a lot of work done on Mason Station. I read it as, it looks pretty darn good right now, not a final decision for it, but it's looking pretty good, it's already an industrial site, that's like how he ranks it right on up there. But there may be other sites, and they're going to look at that to see what other sites there may be that are appropriate, and maybe even better. So this is not, I did not read this at all as closed-minded.

Yeah, because I, tell me if I'm wrong when I'm reading, but the authorized staff to issue a time-limited request for site opportunities for willing property owners and other public entities with desktop screening before detailed stuff, right, but you're not going to do detailed

I can't figure it out visually, but under a river, I don't know, but again, either, I'm just I'm just throwing it out there because a number of people have mentioned it and it is also an industrial

[23:34] Speaker G (unidentified): My name is Jim Crowley, I'm the staff resident, and we already have a pipe coming from Asham under the river to here, although it's a smaller pipe than what would be required if we were pumping the entire flow to the other side, but it can be done. It's not it's not technically your engineering or even in some cases most cases cost prohibitive, but it can be done, but so it's don't discount it because it's just throwing it out there. Yeah, okay, yeah, along with the Mason Station site, were there any other sites that have already been evaluated in terms of their potential application in the relocation project? So we looked at
[24:16] Speaker A (unidentified): maybe putting up Little Street down by the school and that was kind of quickly dispelled because it was close to the school, some of that land is still in floodplain and the park and whatnot, so that's when they went to the public works site is the second site, which we know what happened there. Well, and so then you know the third site, well so the third site that was identified when this study was Mason Station, yeah, okay, and we kind of discounted Mason Station from the beginning because it was more expensive to put it over here.
[24:56] Speaker G (unidentified): Well the public works site was originally voted on in 2024 and passed with a 63 majority in favor them and the select board was five nothing in favor there. And I know there was the subsequent event that occurred the first vote had something like 2200 voters voicing their opinions. The second time around was somewhat less there were 970 something voters that weighed in on the issue when they rescinded the original decision. So that was much lesser much lesser group of people in terms of the number that made that decision. Is there anything that prohibits us I know it might be a little difficult but is there anything that prohibits us from including that site with our ultimate list of potential sites to locate treatment plan
[25:50] Speaker A (unidentified): I think I put in the plan that the public works site was not completely closed off I think I tried. I didn't. I know it's a I tried to put it in there to say that, you know, maybe that we have to come back around that but it's not completely off.
[26:08] Speaker G (unidentified): You've got you probably have a list of criteria by which you're going to take a look at everything we're going to look at. And that's I evaluate it. You basically weigh the pluses and minuses of all potential sites against each other. And I would think that even though it may not be on the top of some people's list there may be reasons why that site is actually a competitive site with other potential sites in the community. So it shouldn't be just completely discarded off the table it can be re-evaluated and we'll
[26:40] Speaker A (unidentified): ultimately decide for the reasons we decide yes that's basically what it says in this plan who said you know yes we recognize the talent yes it however yeah 15 or 20 or 30 million dollars

The Boothbay Harbor project, so far, phase one of it has doubled in price. Phase one of that project is not build a seawall yet, but just to lift equipment up higher from its current conditions. Phase two is build a seawall. The way it looks now, the price for phase one is about eight million bucks. It's about twice what the original cost was, and I think they budgeted 12 million bucks for phase two, but they may not even get that because phase one is having so many difficulties and cost overruns and structural issues and construction issues that they might not make their October 27 deadline, and they might not get 12 million dollars to build the seawall if it's even doable at that point for that amount of money. So essentially at this point the community may be looking at they bought themselves 20 years or something like that with only phase one. They may not ever actually get the phase two. So it's the concept of the seawall is careful going there. Rob reminded me, correct me if I'm wrong, but did not
[34:18] Speaker A (unidentified): Mandy say at the meeting that we had a DP that they do not want to allow who faded the commissioner

So when it's coming from the commissioner, she said also we licensed their sewer plant and we would have to sign off and license any seawall.
