[1:52] Board Trustee: I've got to make a comment because I've read these and I undermined this vote when they were talking about the monuments and how they should be corrected. We probably should say that I've been working with the girls in the town office about the database, paperwork, and we've come up with, you know, I wasn't at the meeting when Joanne and Maureen were here, and so I went in and talked to them about it myself because I didn't want them to think it wasn't important. And so we've come up with some ideas. I don't know whether we have to vote on them or not. [6:28] Chair/Presiding Officer: I was going to ask [6:30] Board Trustee: you said you've come up with some ideas. You yourself met with them? [6:34] Speaker A (unidentified): The three, yes, the two of them and myself, because I'm the one that's working with paperwork most of the time, and so I had them run off all of the paperwork that is usually designated to either buying or burying, and we're coming up, we've come up with, we're trying to do a list of all the things that are done in the order that it's done in. They're working on that. 's not something that I can't put in, and we're changing the gray book reporter a little bit so that it actually serves the database more. In other words, it's not in the Thomaston Cemetery themselves. No. Because this is for the Thomaston Village Cemetery. And so they said that really is archaic. Their words, not mine. I didn't even know. And then they suggested that we put instead of lot owner, the original lot owner, because we're entering everybody by the original lot owner. And then writing in the affidavit who the person is that's responsible for it now if you want to take a look at the paperwork I also added a list with them of the size of the lots it's big so you can actually see it because on the maps it's like this big and nobody can see it and a list of monument people that are in the area that we can hand out to them so they can make their own decisions and then the paperwork that they use for opening the grave lot and all that jazz each person that comes in to buy a lot will have a folder so that they have everything all together and we've also talked about they have great difficulty with the map which size graves they are which ones are available so we talked about designating the size lots by a color code like a 6th grave lot has a red dot in the corner, a two-grade lot has a blue dot, and then the people can actually see on the map where they are, and they would like all of the lots sounded beforehand, because evidently the girls are saying, people come in and say, I want that lot, and they say, okay, and they go out and they look at it, and they say, I like it, and then they say, but we have to have it sounded to make sure that it is really virtually empty. [9:13] Chair/Presiding Officer: So, we talked about this a little bit last month, and we were going to sit down, and this is on me. [9:26] Board Trustee: I had that underlined, so that was my next comment. [9:28] Chair/Presiding Officer: Yeah, my month got away from me, and I haven't scheduled something. So, we were going to sit down and try to document what the policies and procedures currently are, so that we can then make some improvements around this. I do think you brought up some really interesting points around when we make changes, and I do think the changes need to be brought to the board. We're going to be changing how we are engaging with the town. Even if this board is not really doing a lot, even if it's, you know, Ron doing this mostly, I think it should come to the board for our review so that everyone here knows what documentation we're putting out there. Right, so I do think so. This is already their people. Yeah, just last time we voted that we, the people, and I would sit down, and I think actually bringing your perspective in as well, we can just maybe call, oh yeah, schedule something to bring your perspective in as well. I have not done that yet. That's on me, but we should be able to put something together the next [10:32] Board Trustee: But they should have known that. Yeah, they should have. We sat right here last month. I was the one who had the issue with it. We all agreed that the parties would all be meeting, and they were well aware of that. So that should have been said. If they came in and she was speaking, then they should have said there was supposed to be a meeting. Because it was clearly done. [10:50] Speaker A (unidentified): Well, if the three of you meet, that's a meeting. [10:54] Board Trustee: Yeah. Okay, but listen, the party of one. [10:56] Speaker I (unidentified): What I? That was my first time. [10:58] Speaker A (unidentified): I'm not doing, I'm only trying to facilitate for them because they have very little time. So I'm doing what they ask me to do. [11:07] Chair/Presiding Officer: Well, and they should have, that actually should have come to me because we had voted last time that I would be the point of contact on that. And I'm not, that's not against you. That is a, hey, there was a, they took advantage of a listening ear. Totally fine. And you have some valid points and a valid perspective that I don't think that I would have brought to the table. So I think there's value in that conversation, but we do need to make sure that we are funneling this through to make sure that we're all on the same page with that. [11:33] Board Trustee: What I'm understanding happened is that the ladies have started doing the work, started getting things ready and ran into you while you were doing the database. No. [11:46] Speaker A (unidentified): I went in to get the stuff from the database and we just were talking, right. [11:52] Board Trustee: So and I think that and now the meeting will need to be scheduled with whoever it needs to be, and they have already prepared some stuff to... [12:02] Speaker A (unidentified): Oh, you know what? I've just twisted the truth a little bit. In actuality, they contacted me to take a lady up to show her grave sites. That's how it came about. [12:14] Public commenter: I guess I didn't need it anymore then. [12:17] Speaker A (unidentified): No, you had already showed her grave sites, and so had God. And the lady was upset. Set. And so they said to me... [12:24] Board Trustee: We're on camera, though, okay? So let's be well aware of that, okay? [12:28] Speaker A (unidentified): Okay, I didn't say any names. But so that's why I came into the office. And that's why we started talking about this. Because the lady couldn't find the graves. And so Peggy and I figured out where they were, and I went up and met the lady on a Saturday morning and showed her the two of the three grave sites. I couldn't figure out where the third one was myself but two of the grave sites and hopefully she will buy one of them [13:01] Speaker I (unidentified): she might have gone elsewhere [13:09] Speaker A (unidentified): did I do something wrong? [13:11] Chair/Presiding Officer: I don't think necessarily you did something wrong I would just say that if any of us get a request from the town to do something that would historically go to the section or the assistant section just to communicate [13:20] Speaker A (unidentified): and let them know they had already done it [13:23] Board Trustee: Well, yes, but when I got the conversation, I called Peter. So he was right in the loop. [Chair/Presiding Officer: That's the thing.] He was right in the loop in the area. He and I had a conversation. [13:34] Public commenter: I've always shown somebody who wanted to find a particular lot and not tour all 327 of them, or whatever the total is. [13:48] Speaker A (unidentified): I don't know what you're talking about. [13:50] Chair/Presiding Officer: So I was just saying, I don't think, and I may be talking out of turn, but I don't think you did anything wrong in showing the gravesite to someone. Thank you for good customer service. I think everyone on this board would want to be the kind of person that if someone from the town or community member is asking us for help, we do that. The only thing that I would request is that if we do that, we let Pete know so that he knows what's going on at the section in the cemetery, right? [14:19] Speaker A (unidentified): Makes sense. i thought see i made the mistake of assuming he already knew but he may have known that someone [14:28] Chair/Presiding Officer: had asked because he'd taken that person out but didn't necessarily know that you had then subsequently been asked but pete [14:36] Public commenter: i any anyone from the town office or somebody who's looking at lots who has contacted me or come to the house or whatever i've gone right up with them if i'm there [14:51] Chair/Presiding Officer: Oh, absolutely. That's no question. [14:53] Public commenter: And I always have that map with me because I was the one who laid out that section of the cemetery. [15:04] Board Trustee: I didn't have one of the pages that the town had sent me. Pete and I met. He said, Ronnie, the problem you've got is you don't have that other page. All of a sudden, I had the other page. It made life a lot better. [15:17] Speaker B (unidentified): Did she want to see others? You said she wanted to look at others? I don't know. [15:23] Public commenter: No. This is the first time I've heard of that, of what went on. [15:28] Board Trustee: No, why not? I think that as much as what you did was helpful, they need to be reminded maybe that... Just help people. Who did... Well, instead of like, that maybe nobody else should be called in the first place. [15:42] Chair/Presiding Officer: Well, because it sounds like, and maybe I'm misunderstanding, but it sounds like it was a person and had gone out there before a couple times, wasn't able to get what they were expecting, weren't able to see what they were looking to see, and Sue was able to... [16:00] Speaker B (unidentified): This was just kind of to soothe the waters. Yeah. [16:03] Speaker A (unidentified): I think there, yes, I think there needed to be just sort of a woman-to-woman, quiet finding of gravesite. [16:12] Public commenter: Well, what bothers me from what you just said, is that you couldn't find one. [16:16] Speaker A (unidentified): Well, she was interested in three. Three sites? 239, 231, and then another one. And Peg and I went up to the cemetery, and we couldn't figure out where the third one was. So I told her that these two were definitely open and for sale. And I sit, you know, and I'll find out where the third one is, but it will take me a while, and she said, no, I like this end one because I always sit on the end. It was just a personal thing for her. So I think she was interested in the one on the very end, which would be 239 I think, and so it wasn't an issue. So I didn't call you, otherwise I certainly would have gone home that day and called you, but she seemed to be sad. [17:10] Public commenter: My comment is, if you don't know where they are, then you go in the town office and get a copy of the... [17:19] Speaker A (unidentified): I had a map with me. [17:20] Public commenter: And you couldn't figure it out with the map? Neither could Peggy. Now I'm ashamed, because I was the one who built the map. [17:32] Speaker B (unidentified): But I think it would be a good idea if we could walk with you, it doesn't have to be the whole group, but I would like to see... how they're laid out. There were two stones fairly close together. And it's too complicated. [17:48] Public commenter: I know which two they are, too. I bet you. So I thought it was totally the sexton or the assistant sexton responsibility, but the lady needed to be held. Well, and that is why I think what we need to do, so let's... [18:31] Speaker B (unidentified): This is not boarded. [18:37] Board Trustee: I think this is why, one of the reasons why we're working on the process and why they need to be updated. Because if they're updated, there is an outlined, exact way of doing things that this wouldn't happen. Agreed. [18:54] Chair/Presiding Officer: It shouldn't happen. Right. I mean, it still might, but at least if we have something that we can point to that says, This is how things are done, you know, and that we all are aware of, that we have clear documents, that we have something. And I think, you know, having some of these documents, you know, whatever Pete is zeroing in on here, I think it is important for all of us to be aware of that. I agree that we need to revisit that and that we need to have a clear understanding of what's being provided to a citizen who is coming to work with us in the town. So I don't think this is not the meeting to get into the nitty gritty of how it works and what it should look like. So we have a meeting that I will schedule to work on that. Let's put a pin in that for – well, actually, can I just get the Breen Amendment so I can go out of order? So my plan was mostly – so last meeting I was hoping to talk to the lady about what happens, partly because I don't know the current process, and that, hey, maybe in talking through it we can identify gaps. But we've had a couple conversations going in different directions. I know that Ron and Pete want to be involved in that. Talking to the broader group, should this just be a special meeting that we're all invited to, or do we want to specifically keep it smaller? [21:40] Board Trustee: So if they're smaller, if the three of you are having a meeting, then it becomes a special meeting, and it needs to be put on the website and advertised that it's going to be a meeting because it's a quorum. I would argue it's not a meeting because they're not going to make any decisions. I call it workshop. Right. Okay. Your school should probably announce it, though. [22:02] Speaker B (unidentified): I have a comment. Yeah. And I think it's in the minutes. I'm not sure. Are, but when we were discussing that and three people were mentioned, they said they would like me to, you remember that they said Peggy should be there too, and I said, oh no, I can find it in the minutes, maybe I said I would prefer it be Sue because she's the database entry person [22:26] Board Trustee: and knows what we're lacking, and it does say that in the minutes, which Ryan Ronnie Heaton [22:32] Speaker I (unidentified): And so it should meet the standard clearly, [22:33] Board Trustee: create a clearly delineated procedures, guidelines, and instructions. That was accurate. Everybody agreed to it. [22:40] Speaker A (unidentified): Okay. And they've been working on that with me. A bullet, a bullet thing of when a person comes in and wants to buy a lot, this is what we do first, this is what we do second. And Joanne has it on her desk. They are very busy. Yeah. They're going to be training us this week. That's what we're going to schedule something specific. And they've got the election coming up. And they had a new town residence thing, and I said there isn't a hurry on this. As far as I'm concerned, we just need to... And that's what I heard when I was in the meeting. [23:20] Board Trustee: That's the last meeting. That's why we were going to meet again. So that was so much cheaper than any of the other quotes that we had gotten, so that's really, a great relief. New Business
[25:06] Chair/Presiding Officer: about. I like the idea of doing that, and you can talk about that under project prioritization and your new business. That was why we agreed last time we were gonna have bring list. That's why I printed it out, just so everyone is aware. Where I talked with Jodell just a little bit ago about, hey, could we put money in a budget, could we add a line item for that? And she said that the accounts for this year are set. We can't add a new account for this year, but next year when we do the budget process, we can do a new account for this. And so I actually ended up charging this to our building, our building line item, $13,000 that we have, because that was, she told me it's easier to do it there than anywhere else. But that's what we keep in mind. I would like to have that as a, we talked about that a couple meetings ago, adding that next year, so I think we can do that. All right, anything else on cemetery stone maintenance and repair for the moment it [26:07] Board Trustee: was fun to go around with those guys [26:09] Chair/Presiding Officer: though it was. Yeah, it was a good time, and hearing what they can do. Okay, so I recall from the first meeting that we had on this that we were going to do like little cards or something or bios. [28:35] Speaker B (unidentified): I'll have a separate piece of paper for each of the persons. [28:39] Chair/Presiding Officer: Okay, and what do we need to coordinate with? [28:45] Speaker B (unidentified): I think Justice. [28:52] Speaker A (unidentified): Justice. I don't know how many people she has signed up on the bill yet. [28:56] Chair/Presiding Officer: Okay, but I guess that was my question, is what do we need to coordinate with her in terms of what does she want, what is she envisioning for, is it just a piece of paper, is it like, I remember it being like a cart size thing, but I think a whole, I mean a real history and a full sheet of paper. [29:14] Speaker A (unidentified): Didn't know something about, didn't she? Sue's been talking with her. I haven't talked to her since the meeting. No, but I mean you were the initial. Yeah, well, I may touch base with her at first. From what I understand, she has to figure out how many people sign up, and she's going to order the kits for that number of people, and then we'll have to have the corresponding stones. I don't think she cares what format the people get the information, but I can ask her. Her. Want me to write that down and do that? And that reminds me of the only other one we've done, which was an horror show. And somebody steered me to a paste that's, it's a well-known brand. You mix up small batches at a time and repair holes as much as two inches deep on concrete blocks. And when things slow down I am going to try that to see if it works on the green [35:19] Speaker A (unidentified): building yep I've been reading about some stuff too because I thought maybe we could do it as a project and then I was thinking that we could maybe paint it with some kind of waterproof paint like they use in basements that would preserve the cement block even more than regular preservation regular paint and I also asked somebody to give us another bid and a great building to save it okay [35:55] Board Trustee: We already bought some mortar to replace the blocks so we've had that for a year. We have. Yes, sir. We voted on it. And that was back when Sandy was still the chairman. I was going to say, that was the water. I remember that. But I put them both on top of the table so they wouldn't get wet. So all that, let's spin back because we're going into the way back machine now. That all was pending a decision on are we keeping the green building or are we demolishing the green building? As far as I know, we've never had a vote. We've never made that decision, so I don't see the point of, you know, getting bids and all that unless we're going to take that into consideration in our vote. But starting to spend more money getting the putty or paste and so forth, I mean, we've already spent some money and we've got a test project and I did the research for that and got recommendations from professionals and that was what was recommended. So it is a special wall and block repair more, right? [37:40] Speaker B (unidentified): So I think getting a bid is a good idea that will help us decide whether we want to go ahead to one way or the other. I was expecting to see. That in the reserve, but we don't have that at the moment. That was a carryover. Yeah, the carryover, I, so I need to find out where that's supposed to go or if that's just a kind of new habits kind of thing, and that's something that I need. That's something we can find out. [1:04:09] Chair/Presiding Officer: We don't know what kind of grants they give and would it be ones that we want or would apply to us. Because a lot of grants will have very specific, you can only use it for X purpose. Purpose. [1:04:25] Board Trustee: Like for example, the Knox grave site restoration was funded by several grants I think through the Historical Society, the, what was it, S-A-R-D-A-R or something. I remember the S-A-R-D-A-R Society sits in Henley. Henley Knox Lodge in Boston. [1:04:52] Chair/Presiding Officer: So probably not, maybe something we're going to be able to prioritize immediately, but the next one is water supply to sunrise section. He did say to me that there's many cemeteries locally that have no water supply. Rockland's big cemetery, I think it's a Acorn, doesn't have any water supply, and we have two. [1:06:24] Speaker A (unidentified): Maybe it's not Acorn. I think he said a Rockland Cemetery has none. Some have one, but most of them you have to schlep your water to where you're going from one main water supply. And I do remember him telling me that. [1:06:42] Board Trustee: It's nice that we offer that because we've all taken advantage of it. I, for years, always carried water jugs in the back of my vehicle and, you know, fill it up or bring it from home. But it's nice that we do that. I don't see this as a priority. And there's 75, I think, coming. The gentleman who bid, $27,000 or something like that. Oh, the other ones were higher. I mean, he bid way too high. And the new numbers that they're talking about now next year, and I'm not talking major loans here, folks, and the next numbers they're talking is definitely in the high 60s. There's a lot of stuff on YouTube and stuff about it. I think maybe we should grab the tiger while it's got the tail and maybe get on that in the next couple of years since there is community interest. [1:20:24] Chair/Presiding Officer: it's under fallen gravestones clean and repair it's number 9 on the long list I think that will be really interesting I'm really curious to see what kind of engagement we get for yet the fall festival I think that'll help us but regardless I think one of the things that I would be interested in doing is next year add a new line item and actually trying to see if we could get yeah have a budget for and have someone come out and do like a section at a time and maybe come up with a plan for what That does and promote yours. We asked for you know three $3,000 for gravestone repair for this year and here is what it did. Here is how we invested that to make the Santa Clara [1:21:16] Board Trustee: Look better. Again, I certainly am not in favor of adding to the budget, having been on the budget committee and we all know that our mill rate keeps going up and our tax bills keep going up and people are not happy. So, however, having said that, will be up to the budget committee. But if we get that $11,000 that supposedly [1:21:36] Chair/Presiding Officer: And he's in his budget somewhere. [1:21:37] Board Trustee: We could do a fair amount with that. I wouldn't suggest we use it all, but we certainly could use some. We all agree. I'm just throwing it out there. We won't take it all, but we can take it. But I'm just saying, he knew the budget we were under. And I'm not asking to completely redo a stone, but I certainly have used him in Elm Grove for a client from the Historical Society. He did a fabulous job, and they were very thrilled. As a matter of fact, he did it twice and some other thing. So I'm not talking about the individual. I'm just talking about if a person knows our budget fine. What are we going to deal with? And you're qualified. Can you help us out? So I'm saying, this guy's out four years. I wish I had a job. What I have as a list for the priorities is, I'm going to lump them together as the buildings, but we need to figure out what we're going to do with the green building and flag holders. It's a priority. Even if we decide we're not keeping the green building, that's a priority. The veteran flag holders, we need to make a decision about that. Rod did all this great work two months ago for us, and we need to make a decision to determine how we're going to handle this situation and gravestone repair it has been something that's come up repeatedly for the sickle repair and I think something that we all actually want to prioritize and I think we can and with a little money and some quotes from some people and some timelines we may be able to allocate out some of this work are there anything he's done a good job [1:25:18] Speaker A (unidentified): I'd like to finish the signage, too. When it comes to repairing the stones, there's definitely two that I can see that seem like they might be dangerous that are propped up, right? [1:26:31] Public commenter: Yeah. I'm sorry, what? [1:26:32] Board Trustee: The two stones that are propped up with a piece of wood, are those potentially dangerous? So, where? Right next to the Watts one. In five. [1:26:44] Public commenter: Five? Close, could you say close to it instead of next to it? Right. Yeah, well, when I was up there that day, when I was up there that day, I looked at them and I said, I better put something there before they flop down. Now that I know what to do. [1:27:04] Chair/Presiding Officer: I think those ones, because of the height, so those are only a couple feet high. I don't think danger is necessarily the concern. It is if they fall all the way over. There's a risk of breaking. There's a risk of damaged stone, right, that will make it harder to repair. Right, and you're gonna rock them up because you're concerned about them, someone getting hurt on them. No, you're probably because they're gonna fall. That was my question. Yeah, okay. [1:27:31] Public commenter: All right, a couple people with dirt shovels. Yeah, would probably get it back up in an hour. [1:27:42] Board Trustee: You talked about that, about the things that we could do, how you could fix some of those pretty reasonably. I was pretty impressed with that. I was impressed with the way they described how [1:27:55] Speaker B (unidentified): you do that too, where you dig on the side so there's no pressure on the stone. You dig on the one where it was leaning like this. You dig here and then bring it back. There was a right way to do it in a wrong way, so it wouldn't stress the stone. [1:28:14] Public commenter: The big problem with the wax stone was a rather significant piece of stone that was mostly on the east side, the cement plant side. Once they got everything off, Joe got on it and he did a hula dance on that rock. Wow. Okay. I don't know why the rock never broke in all those years, but I can see it right now. Had that not been in there, that stone, I don't think, would have tipped. [1:28:54] Board Trustee: Oh, interesting. Because the stone was moving, the big stone. The big stone. [1:28:59] Speaker B (unidentified): Is the big stone the one that did it separate? Is that the one that separated? And so it lost its support underneath the watch. [1:29:10] Board Trustee: I think that's what he just said. [1:29:12] Public commenter: It wasn't bonded to this one big piece of stone. So when you had frost going on, it was doing some kind of dance and tipping. And I was just amazed. He jumped down on there and did a dance on it. The thing was wiggling all right. And so my thought would be that the next meeting we'll have an actual sit-down of here's the amount of money that we're going to have that we can allocate towards projects where we want to go. So we've added it to the prioritization list if we want to deal with this one way or another this year and decide how we're going to deal with that. [1:31:21] Speaker A (unidentified): Before we do that too, I got a call from Greg Hamlin and he asked, he told me that he had done, he had received a phone call from someone that asked him how many veterans were buried in Thomaston Cemetery of 6500 people, and he said he went to the database and checked there are two places that record plots that have soldiers in it, and also stones that belong to soldiers. And it was a ridiculously small number. And part of that is because that information has not been being recorded on the database over the years. And so Peg and I were talking about how do we find out how many people really do deserve a flag in our cemetery that don't even have a holder. And how many are up there, and we don't know how the Hernandez family, I think if I remember correctly, Pete, you said that wherever there's a holder, they put a flag. So we have a lot of missing or never identified veterans, and I need help. [1:37:12] Board Trustee: Over the years, I can think of two government regulation stones, you know, from Memorial Day, that I've gotten out and microphone, and my father-in-law used to use a Legion member in New Jersey. He used to give me flags and I would put them up, you know, out there, keeping them in the van at the vehicle, and the other two to government issue. I have asked somebody to give us estimates, and it's a broken estimate. It would be the roof would cost this much. The windows and the door frame would cost this much. Repairing the cement block and painting the outside would cost this much. So that we can pick whatever, you know, we think we can do ourselves versus what they would do, and it would be meant more affordable.
