[10:29] Select Board Chair: all set welcome everyone to the town of phippsburg select board meeting for october to seven we apologize for being a few minutes late we'll jump right in adjustments please i don't have the proper number for our personnel one on mrsa 4056a executive session is that a motion [Select Board member: Motion. Second.] All those in favor for an executive session for as presented personnel down on the public forum. Okay. Any other adjustments anybody?
[11:15] Select Board member: I don't have any. I have none.
New Business
[11:17] Select Board Chair: Going right into new business number one about the Memorial Landing boat ramp replacement bids.
[11:23] Select Board member: We got Jeremy Crew from their new farm is Sebago Technics and you have the So
[11:33] Jeremy Crew / Sebago Technics engineer: a quick rundown on that. We had a bid opening for this table on Thursday morning, October 1st. We had five bids. You can see on the bid tab there, ranked in order of the total bid price from smallest to largest there. CNC Construction and Septic Services was the apparent low bidder with $123,502.50 bid. I'd have plans here if we wanted to go over the scope work but basically it's a rehabilitation of the ramp down there ripping out what's there in terms of the concrete planks regrading it some new stone new curve new riprap wooden abutment that'll be replaced with a concrete abutment that's a whole lot better some new paving as well so all those items broken up here when is mobilization is the cost for a contractor to get all their equipment and the supplies basically to be prone especially if you have specialized equipment excavators
[12:33] Select Board member: the only question I get Jeremy is there's such a discrepancy between the bids and I like the fact that Chris did 123 000 but god all the way up to 241 822 you know and there's such a discrepancy in certain items here for instance what was the estimate that you came up with Jeremy I was a bit low on this
[13:06] Jeremy Crew / Sebago Technics engineer: one I was a bit off I've had that with me as well I was basing that off just a slight tangent there's another bolt launch of Phillips region Pittsburgh that we replaced this week with I'm sorry this year in the spring for this first the state yeah Chris did that work yeah that bid was, and it's not the exact same type of launch, but it's very similar in my opinion. Rehab, both for existing facilities, redo them, rework them. There was no abutment in the other one. There wasn't this one. That one's wider, not as long. This one's longer, skinnier. There's some differences, but pretty similar. So that one was roughly $76,000 for that work, just roughly, and my bid for this one, my approximation, I used that as a basis, and I had with contingency 84,000 in this one. So I was quite a bit off. Things have changed a bit since. Well prices have gone up. Prices have gone up. I understand that. I mean that's. So I wasn't very close on this one. I'm usually better about that. In both cases, the owner, so again, the state and the other one, talent on this one, supplied the planks and the curbs. So this, I thought it was apples to apples. I thought it'd be closer. Pretty similar. On the other one, again, 76 with the low bid. The next one was 130, so it's kind of that range. Christmas but this one is in that ever range I was surprised to see the other group in between 202 and 240 yeah but it's also as winter work the other most launches are not winter work it's like specific so I don't have a great answer in terms of why was one the other one or why I was so far off to be honest but as always you know my engineers estimate is my best guess at the time and it's not always going to be dead on or you know well I like keeping the work in town so do we have
[14:53] Select Board member: Enough to cover this we do okay we won't have enough after we do it to cover the commitment that we made for the Popham Pier I've called Land and Water Conservation Fund a gentleman named Doug Beck and he thinks that we should have ample time to get through this fiscal year before they'd even get to the point where they'd request it. They're still in the pre-engineering phase down there, but we do have the money to get this done. And we only have a window of, excuse me, we only have a window of November the 1st through,
[15:28] Jeremy Crew / Sebago Technics engineer: I believe February 27th, it's in the spec book there. So it's winter work, any contractor would probably want to jump on November, December, all the concrete's gonna be sitting there, and then winter's less bad then, right,
[15:41] Select Board member: The general recovery march or general recovery in this case I'll make a motion that we accept Chris's bid I'll second that you
[15:52] Select Board Chair: Feel confident I don't think you'd put it out there if you
[15:55] Jeremy Crew / Sebago Technics engineer: Didn't feel his reach and I didn't have any yeah no I didn't have any qualms over it 's not
[16:06] Select Board Chair: Any other questions? No, I just want to keep the work at home. Okay, all those in favor of granting this to CNC Construction and Septic Services? You know how much fighting I'm going to have with all those persons that want to use that facility between November 1st and whenever you're out there? We both tried to back in while we were doing that one. You just shoo them off or you move over and let them go? They catch the hint real fast when they see me sitting there.
[16:42] Select Board member: That's good because you can work down that way.
[16:48] Select Board Chair: Hold on, Chris, say again. We would, you guys know each other? Yeah, okay, we
[16:56] Select Board member: want to have an idea of when you want the floats out and we should put an announcement of that probably two weeks. Yeah, okay, yeah, I'll touch for it. Who do you want me to correspond email with them? You okay? Yeah, I'll catch you
[17:09] Select Board Chair: guys. Yeah, I do it now. Would you go right away? Yeah, all the way, but no way
[17:14] Select Board member: November 1st? I wouldn't now, because there's still going to be a lot of activity
[17:18] Select Board Chair: of people getting their... No, I mean post it and get the information out there.
[17:21] Select Board member: Probably pull them at the end of this month, honestly. Yeah, get them out of your way. Yeah, definitely. Awesome. Okay. Thank you. Thank you. Thank you, Jeremy. Thank you. Okay,
[17:39] Select Board Chair: number two. Committee appointment. James Loney, Planning Board Alternate. We received an application for James Lomi as alternate for the planning board and unfortunately he's not here, but we do have the chair of the planning board and a grunt of the planning board. May I defer to them, gents?
[18:09] Select Board member: I don't have a problem with that. Let them talk about it? Yeah, sure. All right. What do you think?
[18:14] Public commenter: I would ask you if you would postpone the choice tonight that there's one applicant and he, I've looked it over, he's advertising that he would be interested in this job as well as two other committees. And not that I want to or not that I'm saying he hasn't got time to do all three, but I would like to say properly that we are not following procedures that we have followed for decades and that is the applicants come in to the planning board and have a discussion before they come here and kind of like an informal interview or that's what I felt, that's what I felt when I was, when I was, they usually go to a couple of meetings too. Yeah, I went to probably at least six or eight. Yeah, before I even put my application
[19:23] Select Board member: in just to see, to see what it's all about. Yeah, right, and see what it all entails, right, and
[19:30] Public commenter: And the person who came along after Laurie did the same thing. Yeah, he sat in the audience for quite some time, gathering information and so forth.
[19:40] Select Board member: I make a motion that we table it. Okay, I'll second it.
[19:46] Select Board Chair: Okay, any more thoughts?
[19:49] Select Board member: Well, I mean, just like the planning board's recommendation, I think that we should follow their traditional protocol.
[19:58] Select Board Chair: Protocol and reach out to him and recommend he follow up with you as chair again. There's a meeting on Tuesday, planning board meeting on Tuesday, if you'd like to get his feet wet, listen to and watch the whole thing. Don't know how many videos he sat home and watched for enjoyment purposes, but well, that's one
[20:24] Public commenter: of the things these days that we didn't have many years ago, of course, but on the other hand, people didn't do it. Even after this ability came along, people still came in and sat here and listened and gone and learned a little of how to do it.
[20:41] Select Board member: Well, he's going to be gone from January 1st to March 1st. Yep.
[20:46] Select Board Chair: Okay. Anything else? I'm sorry, I didn't mean to cut you off. All those in favor of tabling this appointment,
[20:56] Public commenter: okay.
[20:57] Select Board member: Well, we appreciate everybody
[20:58] Select Board Chair: that puts in. Yes, absolutely, that's, it's not a no, it's just a another day. Thank you very much. Number three, warrant for calling the municipal election for RSU1 Board of Directors. RSU1 is your school department. Everybody okay? And would you take over for me please on this? Sure. Would you like this paper to go by?
[21:33] Select Board member: No, I've got the other one in the book here. This is just a formality to call for the election of the RSU-1 Board of Directors. It's a little strange when you look at it because there's one ballot for all the towns that are within the school unit, and one vote is for a Woolwich resident position and one is for a Bath resident position, and I was like, why are we, why is the town of Phippsburg voting on them? Apparently that's the way they've designed it. We really did, yeah. Who do we have there?
[22:10] Select Board Chair: So this is included in voting day coming up? Correct. Okay.
[22:14] Select Board member: You have, each town has one, and then I believe there's three at-large positions. But the entire district votes on each resident spot, which is kind of odd, but here we are.
[22:27] Select Board Chair: Okay, so this is a formality that this is going to be included for a vote come voting day, and there will be names to go by. Yes, we have the sample ballot in the hallway and online. Sample ballot in the hallway and online. Thank you very much, Evan. Anything else, Jeff? We have to sign this. Yes, you do. Okay, so you want a motion to approve the warrant for calling the municipal elections of RG1 voters.
[23:03] Select Board member: So you're going to make that a motion? I did make that a motion.
[23:06] Select Board Chair: There's a second right there. All those in favor?
[23:10] Select Board member: Yo. Do you want to just sign that?
[23:13] Select Board Chair: Yeah, let's get her down, won't we?
[23:14] Select Board member: All right. Why not?
[23:16] Select Board Chair: Let's not forget what I'm doing now. You're already up to the top.
[23:26] Select Board member: Yep. Say again? Who's service was that? Gary's. Oh. Well, I didn't know. Do I get to print it out for your friend, too? No,. Well, I've never seen you in a print table before. No problem.
[23:55] Select Board Chair: Okay. Moving right along. Number two, unfinished business. Seeing none. Number three, department and committee reports. Seeing none. Although,, well, we'll come up to that. Number four, correspondence. Number five, courses, meetings, and seminars.
[24:11] Select Board member: Evan. Maine Municipal Association Convention. Today and tomorrow. I went today for a couple sessions. Josh Hersom joined, too. We said code enforcement officer. It's the kind of seminar that was for everybody. Yeah. And went to a parliamentary procedures seminar in the afternoon. And tomorrow. Tomorrow? I don't know yet. There's like seven choices every block, so there's a lot of stuff to do.
[24:38] Select Board Chair: Yeah, there's a lot to do. Good. Are you going to the GA Advanced?
[24:45] Select Board member: Yes. Yep, planning on going to that next Tuesday.
[24:49] Select Board Chair: I had to beg off that one. I apologize. Okay, anything else for courses, meetings, seminars? Number six, administrator and select board comments and announcements.
[25:00] Select Board member: Minutes the home energy assistance program also known as heap or lie heap those applications are now open at Midcoast main community action that's in bath on wing farm out back of Rocky's hardware over the phone online we've got the Saginaw County navigator who can help assist so definitely if you feel like heating oil is going to be a issue for you this year definitely a program for you to apply for and we've already had a pretty good uptake in general assistance applications a lot of them for heat and electricity for fuel oil I should say absentee voting currently ongoing you may request your ballot online over the phone or in person at town hall until October 29th at 5 p.m. Online ballot requests will be mailed to the voter, and we're getting a healthy amount of those every day now. And the election is on Tuesday, November 3rd, 2026, 8 a.m. to 8 p.m. at the Fittsburg Town Hall. Sample ballot ballots are available on the town website, maine.gov, and are posted at the town hall. That's
[26:05] Select Board Chair: all I have. Thank you. Greg, got anything, Gary?
[26:14] Select Board member: Nope. I was wondering about the touch a truck we had. We had touch a truck on Sunday. I was not back yet, but it was a really good turnout. It was. It was a headlock from two to four, I believe it was. Nice. And that's what they've been doing instead of an open house, because we haven't got a turnout for that, then the open house for the fire department for fire prevention week.
[26:44] Select Board Chair: You are reminding me that BATH fire department has an open house in BATH on Thursday night from 6 to 8 o'clock.
[26:54] Select Board member: And that is there. This Thursday. Tomorrow night? This Thursday. Yep. Tomorrow night, the 8th. No, Phippsburg.
[26:59] Select Board Chair: That's BATH. It's BATH fire department. I did say BATH, didn't I? Yes, you did. Okay, good. Yes, Phippsburg. Okay. Let's see.
[27:08] Select Board member: What else? There will be the trucker trunk on Halloween, the 31st, 530 to 7, free to attend, and then you can call or text Amy Burden or Kathy Thomas about reserving space. And that's opening day for hunting season, so the week before, on the Friday, Saturday will be youth day. Yep, and you
[27:32] Select Board Chair: just mentioned the rec department, so they're still looking for a couple more members, aren't them. I've already done it once, and I find it refreshing and inviting, but I think I'd like to decline this time. Anything else? I don't know. It's getting dark earlier. We have bright colors outside for everything on the roadway or close by. It's getting cold, which brings up the goodwill account, and if you are feeling generous, please make a donation to the phippsburg goodwill account so it can go to people
[28:11] Select Board member: that request assistance. Have your chimneys clean before you start burning firewood. That's right.
[28:19] Select Board Chair: All right, how much can we give these people? Let's go, we're on a roll. Well, anything else? Okay, all right, moving right along to review and sign payroll and accounts payable warrants. Payroll Warrant 28, $17,011.15. Payroll Warrant 29, for $1,123.69. Payroll Warrant 31, for $27,684.02. Accounts Payable Warrant 30, for $10,636.71. One says accounts payable warrant number two, excuse me, 32, 13, 307 dollars and seven cents, and as well as with signing. Let's sign the select board meeting minutes again for September 16th because we need to resign due to a snafu last week, and let's sign the select board meeting minutes for September 23rd. Yeah, 26. The only one that you want to separate is Gary is on number 31. Number 31, Gary is abstaining. I'm assuming, Gary. I am. Okay, so let's take number 29, 30, and 32. I'll make that a motion myself. For signing and paying as presented. I'll second it. All those in favor? Okay, now we're back to payroll warrant 31. Make a motion would pay. I can second that. All those in favor? We'll sign that too. And also account, excuse me, select board meeting minutes 16 and the 23rd, please. I'll make a motion. We sign. Seconded. All those in favor? Just Scott, Gary. Oh, that's what you're reaching for. Oh, yeah. Candy day. Just add your... Yep. This one's 31. That one's 31. Well, thank you for putting N.A. on there for me. Appreciate it. Are you sure I'm on one of those? I think I missed one.
[31:26] Select Board member: You're on this one. You're on this one. We had three from last week.
[31:30] Select Board Chair: Okay. Perfect. Meeting minutes? And we've got them in front of you, don't we? No? We [Select Board member: signed] them all? Yeah. I know it sounded like we should have more, hey? Yeah, I know.
[31:51] Select Board member: Well, it was just I had to sign the other ones. Yeah. You guys had it already signed. You already signed it. That is
[32:05] Select Board Chair: two pages, but it doesn't have to be put.
[32:22] Public commenter: Group effort. Group effort. Can we get the other ones done already? Okay. All set?
[32:38] Select Board Chair: Moving right on to public forum. And we have some public, so let's chat.
[32:43] Public commenter: What you got? We handled it from number one. Okay. What do I have? What you got? I got a list of things to do at the house.
[32:51] Select Board Chair: Going to come help? Not right now, I got to go up to the, oh, that's what we should have brought up. There is a talk up at the library at seven o'clock tonight on winter moths. Seven o'clock. Bad thing? Yes, they are. They have bad things. So it's a, don't need any more specialists telling us about it. Okay, nothing else on public forum. All right, we'll move on to executive session number... Make a motion. We go into executive session
[33:22] Select Board member: for one MRSA 4056A
[33:25] Select Board Chair: For a personnel matter. Okay. And we will not be making any decisions when we come out. So once we shut the camera off, we will adjourn after the executive session. Thank you very much for tuning in. Have a good night. So we're going to vote? Can we get a second? Oh, yeah. Let's vote. I'll second. All those in favor of executive session? I'm just all in hurry.
[33:50] Select Board member: I guess you are in a hurry.
