[3:02] Communications/Branding staff: I'm excited to share, as you know, we've been working in the communications group that I am still rolling like a new branding for the town. I'm not making a big hurrah about it, although technically I am right now, but you'll be seeing the colors and a new logo coming out and we're just going to let it release. But the sentiment of it really stems from the work that we do here. I wish I had a picture of it to show you right now, but it has three trees and it has like a river looking thing. And the three trees, to me, signify many things, one of which is the school, the town, and water, and then our three center, you know, the center village, and all of that. And then the riverway represents our walking trail, 196, or our major thruways, obviously the river, things like that. So you'll be seeing a lot. There you go, that's great. We're not replacing the official town logo seal, but we are moving on. Yep. [4:08] Chris Kamary: And in fact, that was one of the comments from the survey. Somebody in the survey said an overhaul of the town website. So the one that wasn't there. [4:24] Speaker E (unidentified): We're overhauling, you know. Oh my god, yeah, it's been [4:29] Greg Young: a process. Yeah, school website is which one? Choose your own adventure. Okay, 100. Yeah, and I [4:38] Chris Kamary: mean maybe that's, maybe that's an area to consider for, I'm, as we work together, I'm, I'm using the [4:44] Speaker E (unidentified): the experience to kind of push home the idea, wouldn't it be awesome if we had a part-timer to help QC this kind of stuff and go through and make sure we might get there. [5:16] Chris Kamary: That was great. It was very important. Talked about the water side. Thanks for doing that. Okay, so new business. I didn't have anything that came to me from anybody [5:31] Nicholas Craig: and we haven't discussed this, so [5:34] Chris Kamary: I'm going to go through anything that's still open. The community input survey. I will bring this up here real quick and take a look at it. Shared as well, so it's part of the recording. [6:01] Greg Young: Where'd you get that high-res seal on your desktop background? Asking for a friend. Secret. [6:12] Chris Kamary: I was going to... Like I said, 47 responses. And overall, it seems like people have an idea of what we're doing here. So they've either heard it because we've given updates, say it's at the council meetings, or we've done some social media posts and things like that. You know, it all comes down to communication. If you look through every response in here, it's all about communicate, like let the public know what we're doing, what's coming out of it, you know, that sort of thing. And overall, I think that, you know, the sentiment is that we're doing a good thing here, you know, administrative overhead and, you know, reduced duplication of efforts. So it's not also not just focused on cost reduction, you know, and cost containment is up there, but I think that people understand that some of this is also going to try and do process improvement, you know, outside of [7:16] Nicholas Craig: just containing costs and [7:21] Chris Kamary: then concerns was transparency, which I can understand, right, again, communication. If we're in here making changes and people don't know about them until they hit, then I think that we haven't done our job there. So, yeah, I think as long as we can just keep communicating what we're doing in here, you know, you can kind of see here, like, every possible area should be considered for consolidation, not just the three. The, you know, municipal water merger should be taken very slowly, which I think that, you know, we're doing that very thoughtfully and methodically. So there are nine responses in here. Some of the community groups aren't necessarily just limited to Lisbon residents. Sure. But has it been discussed? Was there an intention of sharing it? Should it be shared, or is it strictly just if people find [9:07] Communications/Branding staff: it via the, it was shared on social media, I think, in the link format we shared it. How else did [9:15] Greg Young: we share it? I gotta think back now. I think I saw the town post it, but I don't know, and I think I [9:21] Communications/Branding staff: Asked Ross, I'm pretty sure I asked Ross, at least it was a conversation. Please share it with your business community. That was important to me. So I'll confirm that he did that, but I'm pretty sure. What else? I'm sure there are others I'm not conjuring up at this moment, but yeah, we tried to give it a pretty heavy push. I just wonder how many people look at their tax bill or the, well, according to social media, a lot of people look at their tax bill. Yeah, that was a good way, but they looked at the bill. But did they look at the answer? [9:57] Chris Kamary: Well, we can certainly, yeah, Chris or I can do a push of it, you know, to the community pages, and it's out there. It's not like we kept it, which I see your point, right, about it's not necessarily all Lisbon residents, but if we get some outside of resident feedback in here, I don't think it's going to skew the numbers, right, the fact that they're not people even filling them. [10:19] Speaker F (unidentified): That was pretty awesome. Yeah, listen to the charter commission meetings and they're thinking about doing something similar, following the same format, right, referencing the shared services committee in the survey. They don't even anticipate getting any responses, so which I think that they will. [10:35] Chris Kamary: I think that a lot of people can't make the meetings, right, or it's, it's, it's a big lift to ask people to come out and either speak in public or things like that, giving them a way to easily from their home, from work, wherever they can fill out a survey. I think, I think they'll see some. [10:53] Speaker F (unidentified): That's to the point of like posting it in the community page with a clickable link. It's a book, and again, like QR code is super simple, right, our people, they set it down, do they go back to it, whereas when they're on the community page, they're engaged or something, they're ready. [11:10] Communications/Branding staff: For feedback, yeah, we can do that. I can share again from our original post to our page, and if anybody wants to grab that, yeah. Yeah. Sounds good. Okay. [11:49] Greg Young: Community communication plan, we ended up hiring that. Yes, we did, so we have hired Sam. [11:59] Communications/Branding staff: Gamper is her name, and she's going to be working with us as this is what we're talking. [12:04] Greg Young: About, right, are we talking the right, I think it's for the resiliency one. Yeah, I mean, community. [12:12] Chris Kamary: Communication plan, I just kind of figured that it was, it was along those lines. This is also [12:18] Communications/Branding staff: about social media platforms and everything. Yes, this is right, and I think we were waiting on Town Water to fill out their portion. Yeah, sections, and I think that actually so that's [12:32] Chris Kamary: something that Chris and Len through their heating assistance video, right, I think started some work on the subsection B here about non-profits, churches, other communication partners that can put out, you know, put out communications for us that we, if we need to. I know we kind of talked about like the sign outside of Kelly Park sometimes has, you know, town related information on it, if we have other business partners in town that can help, you know, [13:03] Communications/Branding staff: amplify the messages that we have, it's, it's helpful. Are we doing, are we sharing messages? I know we're not getting many requests or if any on our sign, and I mean we had talked about that [13:14] Speaker E (unidentified): at one point, so at the School Department we've actually gotten, there's a lot of folks that are starting to reach out and just asking, hey, can we put this up there? Honestly, it's something that you can sit in your bedroom and do, like it's, it's all, it's super simple, so you want something shared, just okay, send it my way and I will pass it on so that we can get it on there. We do quite [13:38] Communications/Branding staff: a bit, we do all of our meetings and things like that, so what would be appropriate, we would probably, we want to eliminate or else we'll just eat up your whole board. Well, I mean, I don't be sorry, [13:47] Chris Kamary: there's a lot of times there's really not much on there. Yeah, I don't think something like Meet the Candidates Night, yeah, it'd be a good one to have them also put up on their signs, anything that [13:55] Speaker E (unidentified): you read honestly i don't think it would be bad to maybe start advertising the charter commission meetings a little bit you figure there's a lot of people that ride through there 's also a lot of people that kind of get stuck there because of the traffic etc so anything that you really want to try to get out there let me know and or if you have a schedule i can pass that along and i can ask a little either just you know can we get that up there what we've been doing [14:26] Communications/Branding staff: if I can find one, you've probably seen that recently, is we've started to do our weekly lineup. Why can I not, okay, so I have seen that. Yeah, so that would have, I'll just send that to [14:38] Speaker E (unidentified): Every time I see one, I'll send it to her, and I'll say, hey, can we get, is it possible to get some of these up there? I'll also ask tomorrow if we can share the survey link through the new Power Parent Square, see if we can get that out there. The, on your comment about the non-profit thing, my thought the other day was we have a lot of events coming up, we've got the Harvest Festival, we've got Mary Me a Very Merry Main Street, we have the Giving Tree coming up, and my thought was if we can come up with a half sheet of this information that we can pass out at those events, or you know, when we're taking applications for the Giving Tree, maybe have a portion on there where, you know, when we're replying to them, by the way, there are these resources as well, so that you know about them. There's a lot of folks that will never call up and ask for those resources, but if they're kind of slid over quietly, they will take advantage of them. So just [15:53] Greg Young: the more we can get it out, the better, because it's gonna be tough. That has everything, anything and [16:06] Greg Young: everything, meaning they'll connect you from some to another agency. No, and I was just thinking from [16:14] Chris Kamary: this perspective, right, if we're talking about amplifying messaging and stuff, we've filled that, you know, community coordinator position, so we'll have the gov or text my gov, right, yeah, so it'll [16:25] Communications/Branding staff: be like an implementation phase, obviously learning about the system, but yeah, that we can see what we can do with it, and you know, it's not something that we have to keep just to ourselves at the town, we can, as long as we can, right, find the capability to share it across water and whatever [16:40] Chris Kamary: we're open to that. Yeah, we just need to make sure that something we focus on very early at the front end, to Craig's point in the past, is how do people enroll, what's the easiest way to let people opt in, yeah, right, it almost needs to be like a manual, like you're just in unless you opt out. Yeah, it's hard to get people to sign, but I mean. [17:04] Communications/Branding staff: It'll come preloaded with some phone numbers. Sure. There's some mobile data that comes with it. That's through the USPS, I guess, or something like that. Some kind of list that people obtain. I know, do you get your mail to your email? Info and delivery. Right. So that's where they're going to get some of that from. That'll come automatically. And then I think landlines might be included, but I'll have to double check. It's been a while. And then the rest we'll have to have opt-in. So I assume a lot of the older population will need help signing up. So we'll have to do maybe a video or a campaign, you know, showing people how to help your mom. [17:40] Greg Young: Maybe we, I think we talked about this a couple of meetings ago, but maybe having just a small registration index card. When people come in and register their card, they can just say, here's my name on my email. And then whoever that coordinator is just takes those cards and puts them into the system. Yeah, for sure. We have a person to actually process that instead of just, you know, here's your more things. Exactly. [18:02] Communications/Branding staff: Yeah, we can get those anywhere and we'll figure out a way to pick them up and coordinate all that. Okay, all. [18:13] Chris Kamary: Right, anything else on that letter B? [Nicholas Craig: HR.] Resource sharing. [18:23] Greg Young: Any update there? No, I'm gonna get very far. I'm trying to do HR. Yep, that's fine for now. [18:32] Chris Kamary: Software licensing and financial system status updates. I think we're still waiting. We talked about MUNIS versus TRIO and all that stuff last time. [18:47] Communications/Branding staff: A little bit. We did, and we're kind of locked in the budget, which makes it hard, so we'd have to start planning this now for the next budget if we were going to make any changes. But Water uses DMS. Is it DMS? We use MUNIS. I know the school uses MUNIS. [19:02] Greg Young: And I've been told on no, they don't use, oh no, that's what we figured out at the last meeting. Yeah, it's like a team version. Yeah, you use junior. It's a totally Zephyr product. Oh, okay. Well, I have our list of tech products right here, but it's not really relevant right this moment. Sure, that's fine. Yeah, and I mean, that's something. [19:29] Chris Kamary: Thing too that from like the water perspective, depending on how the MOU goes, like we're going to have to figure out consolidation of billing and things like that at some point, so definitely. [19:41] Communications/Branding staff: We'll be forced into it. I think we're sort of in between that spectrum of, you know, what are we doing? Right. Okay, so there's work that's, yeah, there's a lot of work on that. More to come. [19:55] Chris Kamary: Yeah, organizational charts and job descriptions. I just, I kind of went back and tried to pick on [20:04] Communications/Branding staff: things that we hadn't. Oh, look at that, it needs some updating, and I did not intend to put it on ledger size, but here we are, and I did fold in the water just in case, not to exclude this one. Oh, they can't do it. Yep, but it's just getting the ball rolling. Oh, that's great. There might be a couple things that need updating or adding, but that's where I was. [20:49] Chris Kamary: Yeah, I'm sure it's a work in progress, but like the police officers. [20:54] Communications/Branding staff: Yep, general assistance I have to put over in finance. [20:57] Chris Kamary: I like this layout, though, and it all fits, and it's enough information. It's a hard thing trying to do an organizational tree. Yeah, once you get above like 10 to 15 people it becomes, okay, well, what's the balance, how much data can I give you versus what real estate do I have? Yeah, oh, that's great, so I guess the [21:30] Greg Young: administrative coordinator and code enforcement, who's that? It was 0.5, that's Tina, for Tina's [21:38] Communications/Branding staff: millitex collector, and I would like to take 0.5 from there and 0.5 from the assessor's agent that no longer exists because Tina is now the tax collector and make one in administrative [21:48] Greg Young: coordinator under code ECD and planning. I was making sure she wasn't kind of twice. [21:57] Communications/Branding staff: There's some changes coming, you know, in the pilot, and I'm sure you're all well, first in my plan, but there's make some good positive changes coming. Yes. Meaningful changes. [22:12] Nicholas Craig: Should be good. [22:18] Chris Kamary: Okay, phone system communication consolidation, I don't think that we really had an action item on that. [22:28] Communications/Branding staff: Well, Shelly's still working, even though she's retired, she's still planning with Wolf to bring them on board as their phone company, built to us, actually they're already billing us, so yep, there's movement there. Awesome, just trying to connect and make it help, and I know [22:45] Chris Kamary: know long term we were like talking with the school department too, but that's, you guys are in a contract for a while, and so yeah, but something to just keep on the radar. Oh, the community communications grant, it was on here, so we've already talked about that. [23:02] Communications/Branding staff: When does that position start? It is started, we're just waiting to onboard the, we're waiting to go through the grant coordinator to get everything signed off. We've already sort of agreed with Samantha and have everything worked out, she'll come on board as soon as we get the green light from the ground. Okay, we were ready to run around before the grant was signed. Yeah, so perfect. [23:27] Chris Kamary: CBL cross training update, it's [23:34] Communications/Branding staff: About where it was okay. Yeah, because I think if I throw one other thing on Pat right now or Troy, yeah, coming up all the turns up. Yeah, but we can continue that. Is not something that is not possible. We will continue to explore it when time allows. Yeah. [23:53] Chris Kamary: I think it's probably the same thing with bus maintenance, right? Yeah. I know that you guys are working on, or there's conversations about other schools and what they're doing with regionalizing bus garages. [24:05] Speaker E (unidentified): So I'm sure these discussions will come back up in the, well, I guess, late winter, spring, when everybody's looking at their budgets again. Yeah, sure. There's a lot of things coming down the pipe that come with funding that I don't think will. So I think there are, there's going to be even more tight squeezes. So folks are going to be even more interested in essentially being forced into exactly what we're talking about here. [24:34] Chris Kamary: Yeah. We've got, we've got two full-time mechanics now, right? Okay. I know that's something that we had. That was always a challenge. [24:45] Communications/Branding staff: That's a major achievement for us was not having a mechanic. [24:49] Chris Kamary: So not being able to tell. Well, one of the, and that's the things I know that we also contract and they do our maintenance and I think there's some things that also then affect the rates of sharp repairs and whatnot, just from the volume of business that we, you know, give to our business partner. So, okay. Bigger conversation for later. Any future agenda items? I still think IT is something we've got to look at as the town because there are just so many areas where we could have better efficiency and just consistency. [25:29] Communications/Branding staff: I think IT. I think building maintenance. Sure, no care, but building maintenance. Huge one. [25:39] Greg Young: Didn't we ever, when we were talking at one of these meetings, we were talking about HVAC. Yep. [25:47] Communications/Branding staff: Sorry. We've got our third quote. Let's come in, and we'll be bringing that to your next meeting. [25:55] Greg Young: Okay. Yep. Is it the same vendor as the school? [26:02] Communications/Branding staff: Well, that's what we're going to recommend being recorded and saying it ahead of the show. But yeah, that's what we're going to recommend. Okay, are you on an annual or a three-year or [26:12] Greg Young: what's your contract? I think it's three-year. Yeah, I'm wondering if at some point if we can get the contracts lined up and sign. I was going to ask you for one year to test it out so that [26:25] Speaker E (unidentified): might work out yeah so i've asked about that i didn't get it 's not possible i also didn't get a oh yeah that's definitely possible i think your suggestion of try it out for a year see what happens and then i mean like any business you know what i mean i think we're in that unique position [26:47] Communications/Branding staff: where they're trying to spring them on board, so I might want to leverage that if you want to try [26:52] Greg Young: to figure out when your contract ends. Yep, I'll ask, I'll shoot any amount of money and get a better [26:57] Speaker E (unidentified): better rate, better deal, right? Even if it, even if it's just a family plan, like hey, you know, see what happens. I don't know that we can be on the same contract, right? But that's fine, we do our audits like that though, we can negotiate together, right? Well exactly, I mean do we get both [27:19] Communications/Branding staff: of us correct, right? Why can't it be on the same contract and we're still separately, we're still [27:24] Speaker E (unidentified): So, well, so I asked about that and I think it, I think there's a couple of reasons. I'm not saying that it can't happen eventually, but from my understanding at one point, the town did use this company and then they didn't. So if you're having, so like, well, then what happens? [27:46] Greg Young: Do you really want me? What happens when one of the partners wants to leave? Correct. Exactly. [27:50] Speaker E (unidentified): So it's, you know, I know we've jumped that hurdle. [27:52] Communications/Branding staff: We have a very good relationship with Siemens, Ava has been working with us, I don't know who you work with, but they've done like an energy audit, certain things, and they're really trying to get us back, get us back. I don't know what happened, but sure there's no hard feeling [28:06] Speaker E (unidentified): awesome anywhere, so yeah, I would use that as much as you can, you know, so Michael, so if you can find [28:14] Communications/Branding staff: out when your contract ends and see if I can figure out if we can line up a one year or something, we'll see if we can marry those two up, and if there's any opposition from water being an enterprise fund, do they have to be exclusively separate or can we have other things? Okay, well, I mean I imagine that's not true, but well I think that's one of the things [28:31] Greg Young: that's covered under the administrative overhead, the same, the thing that we do with the [28:36] Nicholas Craig: sewer. Yeah, right, speaking [28:42] Communications/Branding staff: Of that I don't know who they use it. I'm not implying that we're without their permission that we entertain adding them, but we could explore that too. Okay, and then another one I wanted to kind of maybe throw one here that we might need a little help following along. Now that Shelly's retiring, is the water thing, yeah, not the water merger that I think we have a plan for, but maybe just, I'm not going to identify it right at this moment, but I think it might benefit us to have some discussions about certain portions of that journey. Maybe, yeah, I'm not sure. Yeah, that's up to you, I guess, Chris. I'll lean on you for your [29:22] Greg Young: judgment on that. But well, I know that we kind of have two things happening. We have the old big picture MOU conversation, which is like what is, you know, who works for who and what does the governance look like and who's elected and who's appointed and all this kind of stuff, and you know, whatever. But on the shared services side, I feel like we kind of have this unique shorter term opportunity where with Shelly's retirement, you know, we could leverage Steve Avioli from the sewer department and maybe use him to help manage some of the day-to-day oversight of the water department instead of hiring a whole another person to replace Shelly. So we get so the [30:03] Communications/Branding staff: water, you know, so it's sort of like a, it's like a mini merger, like a test run almost in a way, not all the way, and everyone keeps their own governance and whatever, but that's kind of what we're talking about right now before diving right into that merger. And so Shelly and I have been meeting along Chris about, you know, what would that look like, how could we share the sewer superintendent, and I think we have that pretty worked out, and she's got that over under legal review right now. It'll come back to us, but some more to come on that. But I think, you know, is there anything there? It is in the spirit of shared services, so I don't want to not mention it. I don't know if it's appropriate to do the work there. [30:42] Greg Young: When you guys hear that, I mean, do any red flags go up in your heads? No, it makes sense. [30:46] Speaker E (unidentified): If the capacity is there to share some of the load, absolutely. Not that I want to see somebody not get hired or not have a job, but if you have the extra capacity, absolutely go for it. [31:01] Communications/Branding staff: I don't know if we have the extra capacity, but I think we have the capability to make it happen for a period of time. [31:08] Greg Young: I think it's a little unique in that, whereas, like, because what are incurring in the mix, they're doing all the day-to-day operation stuff. So really all this person, you know, if we were to go down this route, really all Steve is doing is just making sure, is this vendor doing what they're said they're supposed to? So the cool thing about this position [31:51] Communications/Branding staff: what Steve do, the way that it's sort of outlined separate the merger, this is the shared services portion, is that Steve's salary would be in benefits would be split between water and the town [32:04] Greg Young: basically taking potentially on paper two positions merging them into one and splitting [32:09] Communications/Branding staff: the cost between the right pairs and saving an entire large position, yes, worth of funds. So I mean, that's, that's significant, right? Yep. [32:25] Greg Young: As you keep working on that, yep, I think it's a huge win from a shared services perspective. [32:32] Communications/Branding staff: I think just the relationship alone, things have come a long way from my understanding, right, with water and things like that. Absolutely, in regards to the CDL [33:08] Speaker F (unidentified): cross training with winter coming up now, you said I don't want to throw anything on scheduled, but last year one of the concerns obviously was cloud drivers, or I know there's been a full-time mechanic added, and I believe during those presentations it was if need to be good plow, but has it been explored the option of bus drivers, like is that conversation still [33:33] Communications/Branding staff: I think those are different licenses is what we learned, right? They are. [33:37] Greg Young: And then you got a list of who can do what on our side, correct? [33:43] Speaker F (unidentified): Yeah. Actually, I think the bus drivers, we would fly, but the cloud drivers can't drive a bus. I think that was the passenger endorsement. Yep, I know Pat is looking for the for seasonal driver, like, you know, for DM, if you want to call it that, seasonal people who want to just step up and only plow. Yeah, so how are we advertising that? We haven't advertised it. I'm going to talk to Pat and we want to make [34:20] Chris Kamary: You know, those are new positions. I think something to do to advertise that would be to let the school also like put that to their bus drivers. If it's a if it's a plowable storm, they're probably not driving bus, right? So they would have the ability to say, oh yeah, I still want to go to work today. Sometimes they cross. [34:41] Greg Young: We're plowing the road, so the bus is going to be. Yeah, sometimes they cross, but [34:48] Chris Kamary: If it's a storm where there's no school and somebody wants to go in and help clear. If it's one of those [34:54] Greg Young: Like all-day storms and we're just like, you know, canceling because we're hunkering down, that's the win-win scenario. [35:03] Communications/Branding staff: So then would that come to council for an approval or is that just spend it on a winter opt-in call every day? [35:11] Greg Young: No, I think that the money is in the budget already for hiring those seasonal drivers. Who you decide to hire is within your purview. I think we're just kind of saying it'd be really nice if we could hire some bus drivers. [35:25] Chris Kamary: Yeah, I just feel like we have a pool of qualified people, credentialed people, where you can just say, hey, do you want to do this? And maybe they don't come in on every storm, right? It's kind of an on-call sort of position. [35:37] Speaker E (unidentified): Sure, but I mean, how many times have we been down somebody or something happens? [35:42] Greg Young: I mean, to be able to, I remember there was a couple of years ago, there was only one dude plowing the whole town. He was doing it in like a 2500 or something. Yeah, because they didn't have a better, for whatever reason, they didn't have a big truck. [35:57] Communications/Branding staff: Well, yeah, I'll talk to Pat for sure.
